No annual fees

If the first number of the version does not change, there is no fee if you are registered to that version and it should be installed.

Examples:

 1 - You have paid the fee for Version 21.1.0 and we release a new Version 21.1.2, there is no fee required and it should be installed as it usually has code fixes and minor upgrades.

 2 - You have paid the fee for Version 21.1.0 and we release a new version 22.x.x,  a fee is required.
